Arrest of Meitei Leader

Kanan Singh (also referred to as Asem Kanan), a leader of the Meitei volunteer group Arambai Tenggol, was arrested by the CBI at Imphal Airport on 7 June 2025 for alleged links to the 2023 ethnic violence involving attacks and kidnapping. He has been transferred to Guwahati for legal proceedings.

Immediate Unrest

Widespread demonstrations erupted in Imphal East and West the same day, featuring road blockades, tyre and furniture burning in areas like Kwakeithel and Uripok. Clashes with security forces led to tear gas and warning shots being reported. Disturbingly, several Meitei protesters poured petrol over themselves, threatening self-immolation to demand immediate release of the arrested leader. Gunshots were also reported in protest zones.

Government Response

Authorities have imposed full curfew in Bishnupur and disturbance restrictions in Imphal East, West, Thoubal, and Kakching under Section 163 BNSS, banning gatherings over five people and carrying of weapons. All mobile data, broadband, VSAT, and VPN services were shut down in these five districts from 11:45 pm on 7 June for five days to prevent inflammatory social media content.

Additional Central Reserve Police Force (CRPF) and state police forces have been deployed. Governor Ajay Kumar Bhalla convened a security review with officials from CRPF, police, and 25 MLAs met to urge resolution.
